The German film, based on the 1929 novel, won the Academy Award after being a heavy favorite.

Every film that has been nominated for both Best Picture and Best International Feature has won the latter category. Both The Quiet Girl and Argentina, 1985 are listed with +1000 odds, and while an upset in this category seems slim to none, the latter arguably has the better chance of pulling off the feat. That isn’t a big surprise as the film was also nominated for Best Picture.

The German war drama, which won four Oscars, was funded by Netflix, entirely outside the country's tradition state subsidy system.

One of Roth’s proposals is to have Netflix and other major streaming companies contribute more to funding German movies. [Netflix](https://www.hollywoodreporter.com/t/netflix/) film — fully financed outside Germany’s state subsidy system — was the cause of some handwringing. “A huge success for German cinema,” raved German Chancellor, or prime minister, Olaf Scholz in a message to Berger and his team. The culture minister used her opening night speech at this year’s Berlin Film Festival to make the point that streaming services have dramatically changed the “environment for creating, making and experiencing movies” and that the German funding system, which relies on financing and distribution from television broadcasters and theatrical distributors, is out of pace with the times. German Culture Minister Claudia Roth, who had traveled to Los Angeles for the Oscars, called Berger’s adaptation of Erich Maria Remarque’s anti-war classic “the right film at the right time,” as it shows “a war in Europe, in all its cruelty and brutality,” just as another such war, the war in Ukraine “is currently raging again in the heart of Europe.” [Share this article on Facebook](https://www.facebook.com/sharer.php?u=https://www.hollywoodreporter.com/movies/movie-news/2023-oscars-all-quiet-on-the-western-front-german-film-funding-netflix-1235350718/&title=Oscars:%20Why%20the%20Success%20of%20Netflix’s%20‘All%20Quiet%20on%20the%20Western%20Front’%20Will%20Add%20Momentum%20to%20Germany’s%20Film%20Funding%20Reform&sdk=joey&display=popup&ref=plugin&src=share_button&app_id=1153511048447777) [Share this article on Twitter](https://twitter.com/intent/tweet?url=https://www.hollywoodreporter.com/movies/movie-news/2023-oscars-all-quiet-on-the-western-front-german-film-funding-netflix-1235350718/&text=Oscars%3A%20Why%20the%20Success%20of%20Netflix%E2%80%99s%20%E2%80%98All%20Quiet%20on%20the%20Western%20Front%E2%80%99%20Will%20Add%20Momentum%20to%20Germany%E2%80%99s%20Film%20Funding%20Reform&via=thr) [Share this article on Email](mailto:?subject=thr%20:%20Oscars:%20Why%20the%20Success%20of%20Netflix’s%20‘All%20Quiet%20on%20the%20Western%20Front’%20Will%20Add%20Momentum%20to%20Germany’s%20Film%20Funding%20Reform&body=https://www.hollywoodreporter.com/movies/movie-news/2023-oscars-all-quiet-on-the-western-front-german-film-funding-netflix-1235350718/%20-%20Oscars:%20Why%20the%20Success%20of%20Netflix’s%20‘All%20Quiet%20on%20the%20Western%20Front’%20Will%20Add%20Momentum%20to%20Germany’s%20Film%20Funding%20Reform) [Show additional share options](#) [Share this article on Print]() [Share this article on Comment](https://www.hollywoodreporter.com/movies/movie-news/2023-oscars-all-quiet-on-the-western-front-german-film-funding-netflix-1235350718/#respond) [Share this article on Whatsapp](whatsapp://send?text=Oscars:%20Why%20the%20Success%20of%20Netflix’s%20‘All%20Quiet%20on%20the%20Western%20Front’%20Will%20Add%20Momentum%20to%20Germany’s%20Film%20Funding%20Reform%20-%20https://www.hollywoodreporter.com/movies/movie-news/2023-oscars-all-quiet-on-the-western-front-german-film-funding-netflix-1235350718/) [Share this article on Linkedin](https://www.linkedin.com/shareArticle?mini=1&url=https://www.hollywoodreporter.com/movies/movie-news/2023-oscars-all-quiet-on-the-western-front-german-film-funding-netflix-1235350718/&title=Oscars:%20Why%20the%20Success%20of%20Netflix’s%20‘All%20Quiet%20on%20the%20Western%20Front’%20Will%20Add%20Momentum%20to%20Germany’s%20Film%20Funding%20Reform&summary&source=thr) [Share this article on Reddit](https://www.reddit.com/submit?url=https://www.hollywoodreporter.com/movies/movie-news/2023-oscars-all-quiet-on-the-western-front-german-film-funding-netflix-1235350718/&title=Oscars:%20Why%20the%20Success%20of%20Netflix’s%20‘All%20Quiet%20on%20the%20Western%20Front’%20Will%20Add%20Momentum%20to%20Germany’s%20Film%20Funding%20Reform) [Share this article on Pinit](https://pinterest.com/pin/create/link/?url=https://www.hollywoodreporter.com/movies/movie-news/2023-oscars-all-quiet-on-the-western-front-german-film-funding-netflix-1235350718/&description=Oscars:%20Why%20the%20Success%20of%20Netflix’s%20‘All%20Quiet%20on%20the%20Western%20Front’%20Will%20Add%20Momentum%20to%20Germany’s%20Film%20Funding%20Reform) [Share this article on Tumblr](https://www.tumblr.com/widgets/share/tool/preview?shareSource=legacy&canonicalUrl&url=https://www.hollywoodreporter.com/movies/movie-news/2023-oscars-all-quiet-on-the-western-front-german-film-funding-netflix-1235350718/&posttype=link&title=Oscars:%20Why%20the%20Success%20of%20Netflix’s%20‘All%20Quiet%20on%20the%20Western%20Front’%20Will%20Add%20Momentum%20to%20Germany’s%20Film%20Funding%20Reform)
