Immediately after the Second World War, Ontario began the work of Conservation Authorities but it took the ravages of Hurricane Hazel in 1954 to force Ontario to seriously implement the full role of CA’s in dealing with watersheds as ecological entities rather than as individual wetlands on a “postage stamp” basis. The positive government responses to ecological disasters began in the early 1900s with the reforestation of wind- and water-eroded farmlands as a result of a report by forester E.J. Reporter Noor Javed succinctly describes the ecologically disastrous effects of the Doug Ford government’s changes to the Ontario Wetlands Evaluation System (OWES) to “remove duplicative requirements and streamline the evaluation process.”
