Ottawa to halt handgun sales, imports, but stops short of total ban (The Globe and Mail)

We don’t have to decrease the importance of that decision.” Ms. Prevost was shot four times in 1989 when a gunman stormed École Polytechnique in Montreal and killed 14 women. The bill would also have allowed municipalities to ban handguns, and would have created a criminal offence for increasing the sizes of gun magazines beyond legal limits. Police services across the country provide a patchwork of information on guns used in violent crimes. Ottawa could better solve the problem of gang violence by providing more funding and services aimed at alleviating poverty in cities, Mr. Somerset said. “We will continue working to ensure any new weapons that fit the definition of assault-style weapon are captured,” the Prime Minister’s Office said in a news release. At Monday’s news conference, Mr. Mendicino said the government has tabled changes to the Firearms Act to bring the handgun prohibitions into force as soon as possible. Asked why the government did not propose a ban, Mr. Trudeau said the bill will provide “significant tools” to reduce the number of handguns in communities and protect people from gun violence. After the 1995 federal Firearms Act achieved royal assent, he noted, it took years before the gun licensing regime it ushered in was fully in place. Public Safety Minister Marco Mendicino told the news conference that the government is also committed to introducing a mandatory buyback program for assault-style weapons. Two years ago, the government announced a ban on over 1,500 models and variants of what it considers assault-style firearms. Bill C-21 would also allow for the automatic removal of gun licences from people who have committed domestic violence or engaged in criminal harassment, such as stalking. The government has been promising action on firearms for some time.

C'est un gain pour la sécurité à Montréal et dans toutes les villes du pays. Prior to the presentation of the bill, the House unanimously voted in favour of a motion expressing its horror at the Uvalde shooting and condolences to the family, friends and communities of the victims. The legislation comes after a number of mass shootings in the United States, including a recent shooting at an elementary school that killed 19 children and two adults in Uvalde, Texas. Trudeau said in response to the massacre that Canadians are "remarkably united" in wanting to reduce gun violence at home. "We recognize that the vast majority of gun owners use them safely, and in accordance with the law," Trudeau said.

The Liberals plan to introduce a mandatory buyback program before the end of this year to offer compensation to affected owners and businesses. The decision to shield identities would be up to a judge’s discretion. The bill would also allow for the automatic removal of gun licences from people committing domestic violence or engaged in criminal harassment, such as stalking. That would prevent those individuals from using or purchasing guns while the officer assesses whether to revoke the licence. The current law only prohibits replica airguns that fire a projectile below 366 feet per second. Judges will also be able to issue a 30-day emergency order requiring third parties to not provide firearms to those individuals. The number of registered handguns in Canada increased by 71 per cent between 2010 and 2020, reaching approximately 1.1 million, according to federal statistics. The Liberals had previously promised to work with provinces and territories that sought a ban, which gun control advocates have said would create an ineffective patchwork of rules across Canada. “In our discussions with law enforcement, advocates and experts, it became apparent that we needed a different solution,” he said. Those who already own handguns will still be allowed to continue possessing and using those firearms. The bill will also increase penalties for firearm-related offences. Otherwise, they will be required to dispose of them lawfully.

In the information accompanying the release of the bill, the government said the freeze could be implemented by fall 2022. Meanwhile, some provinces and cities pushed back against the idea. The number of registered handguns in Canada increased by 71 per cent between 2010 and 2020, reaching approximately 1.1 million. Witnesses told the RCMP after the shooting that Wortman would disassemble the firearms and roll them up in his truck’s tonneau cover to smuggle them across the border. The government said Monday that it plans to introduce a mandatory buyback program that would offer compensation to owners of the banned firearms. “Today’s announcement fails to focus on the root cause of gun violence in our cities: illegal guns smuggled into Canada by criminal gangs,” Raquel Dancho, the Conservative public safety critic, said in a tweet. “We need only look south of the border to know that if we do not take action, firmly and rapidly, it gets worse and worse and more difficult to counter.” The “freeze” envisioned by the proposed legislation is not a ban because people who already own them could continue to possess and use them. Nearly 60 percent of firearm-related violent crimes involve handguns, according to the national statistics agency.

Canada plans complete freeze on handgun ownership (The Guardian)

It will be illegal to buy, sell, transfer or import handguns anywhere in country, Justin Trudeau says.

The bill would create a new “red flag” law allowing courts to require that people considered a danger to themselves or others surrender their firearms to police. Bill Blair, minister of emergency preparedness, said Canada was “very different from the United States”. “In Canada, gun ownership is a privilege, not a right,” he said. Trudeau said increased funding already helped border officials double the amount of smuggled guns confiscated at the US border. We cannot let the gun debate became so polarised that nothing gets done. We cannot let that happen in our country. Canada had already expanded background checks ahead of this total ban.
