Last week, Bennett called on licensed Israelis to carry arms after a Palestinian man went on a shooting rampage in a suburb of Tel Aviv, killing five people. Videos posted on social media showed emergency workers loading victims onto stretchers and working to clear debris as helicopters shone a spotlight from above. The gunman was found and killed in a shootout with Israeli police at around 6 a.m. Friday morning near a mosque in central Jaffa, a mixed Jewish-Arab neighborhood south of Tel Aviv. He was identified as Raed Hazem, 29, and was staying in Israel without a permit from the Jenin refugee camp. As IDF marked anniversary of landmark success against Palestinian militants, Israelis were gunned down in Bnei Brak. Is Israel learning the right lessons?

The overwhelming majority of the attacks stemmed from Palestinian-controlled areas, and it was clear that the IDF would play a central role in combatting the threat. This allowed the Shin Bet and IDF intelligence to track suspects and pick up signs that indicate a potential attack. That hasn’t stopped Prime Minister Naftali Bennett from trying to find some use for the organization that ground down the Palestinian terror campaign in the early 2000s. Today, young Palestinian attackers are usually often not members of terrorist groups, and attacks are rarely carried out on the orders of commanders. The praise of such attackers, and their treatment as martyrs on social media, is another important motivator for young attackers. In March, the IDF’s History Department and the Defense Ministry published Ohad Leslau’s “ Operation ‘Defensive Shield’: From Containment to Decision” to coincide with the anniversary. The lessons learned in the West Bank continue to shape IDF counterterrorism doctrine and the way Israeli leaders think about combatting terrorism. In June 2002, for the first time, security forces foiled more attacks than were actually carried out, and the positive trend continued through 2005, generally seen as the end of the intifada. A series of ramming attacks hit Jerusalem in 2008-9, and again in 2014-15. Attacks like the June 2021 Dolphinarium bombing in Tel Aviv, which killed 21, and the August bombing of Sbarro in central Jerusalem, which left 15 dead, shook Israel to its core, but weren’t enough to convince the Sharon government — or the George W. Bush administration in Washington DC — that a major military campaign was needed to gain control over the situation. “Operations that stop terror daily are the continuation of the operation,” Kohavi said at an event in late March marking the anniversary of the offensive.
